With reference to letter R. & S. 3089 of 5th
August (0.0, No.28000), I am directed by the Secretary
of State for India in Council to inform you that the
Government of India are unwilling to supply the Government
of Hong Kong with a further 540 chests of opium during
1914 under the terms of the agreement made between the
two Governments in November, 1913. They also do not
propose to make a similar agreement for 1915.
They are prepared to enter into an agreement
to supply opium to Hong Kong on the same terms as to
the Straits Settlements if the Government of Hong Kong
are willing to accept this arrangement. It is too late,
however, to make such an agreement to be brought into
force in respect of supplies for 1916, as the total
